Robert M. Embry is a Marine Corps Veteran and the Founder of Re-Enlist to Life (RTL), where he serves as the lead architect of innovative housing solutions for the veteran community. With over a decade of experience in grant lifecycle management and contract administration, Robert specializes in "braided" funding models designed to bridge the gap between capital construction and long-term clinical operations.
His professional foundation began in the technical world of architecture. After earning a Bachelor of Architecture from the Academy of Art University, Robert worked as an architectural draftsman for a firm in San Jose—a background that now informs his ability to manage complex site developments, such as RTL’s current proposed 16-unit modular campus in Twentynine Palms.
Transitioning from design to direct impact, Robert previously served as the Director of Grants and Contracts for California’s largest veteran transition facility. His expertise focuses on the rigorous administrative and compliance frameworks of federal and state funding streams, including writing NEPA-compliant grants for the U.S. Forest Service and managing the complex requirements of SAMHSA, HCD (Homekey+), and CalAIM-funded programs.
Beyond administrative oversight, Robert has extensive experience in direct program delivery within the carceral system. As a CDCR Facilitator and CBT Program Author, he successfully implemented and led Cognitive Behavioral Treatment programs across five California state prisons. This unique combination of high-level systems architecture and frontline rehabilitation work allows him to design programs that are as operationally sound as they are clinically effective.
Robert’s approach is defined by a commitment to evidence-based, trauma-informed care. He holds a suite of specialized certifications including:
• Project Management: Predictive Project Management (PMI) and Sigma Six Leadership.
• Clinical & Behavioral Health: Psychological First Aid (Johns Hopkins), Trauma-Informed Outreach, and Serious Mental Illness (SMI) Treatment (SAMHSA/HHRC).
• Veteran Transition: Certified Military Transition Support Sponsor (Columbia University/VA) and Onward Ops Certification.
• Compliance: CDCR-Approved Cognitive Behavioral Treatment and full CalAIM certification for Homekey+ operations.
Driven by the motto “Per Addua Ad Astra” (Through Struggles to the Stars), Robert combines the precision of an architect with the strategic oversight of a seasoned grant director to create sustainable environments where veterans can heal and thrive. Outside of his professional work, he is an avid practitioner of traditional Italian cooking and a creator of abstract and sacred geometry-inspired art.
